The Montreal Impact and the TOA''s bid to form a new league, the NASL, has hit a snag. They have been advised today that their application to the United States Soccer Federation for membership as a Division II professional league was refused.

The TOA (Team Owners Association) includes owners of the Atlanta Silverbacks, Carolina Railhawks, Miami FC, Minnesota Thunder, Montreal Impact and Vancouver Whitecaps, formerly of USL-1, together with St. Louis Soccer United.

The team owners had submitted an application for sanctioning of the new league as a Division II Men’s Outdoor Professional League by the United States Soccer Federation and applications to other sanctioning bodies in the region were to be submitted as needed.

Joey Saputo, President of the 2009 USL-1 champion Montreal Impact, was elected Chairman of the Board of Governors of the proposed, new league.

Please read on for the official NASL press release.
